For several years now, there has been a scheme in Pleso to withdraw budget funds under the guise of clearing streams in Kyiv

Last year, the Prosecutor’s Office of Kyiv announced suspicions against the Deputy  Director General of the Communal Enterprise “Pleso” for misappropriation  and embezzlement of budget funds allocated for the cleaning and improvement of the Vita  stream in the Holosiivskyi district of the capital. Last week, the Podilskyi District  Prosecutor`s Office of Kyiv, together with investigators from the Podilskyi Police Department of the National Police  of Ukraine in Kyiv, announced suspicions against  officials of the «Pleso» Communal Enterprise and two contractors for  embezzlement and misappropriation of funds on a particularly large scale for work on  cleaning the Syrets stream in the Podilskyi and Shevchenkivskyi districts of Kyiv.

In other words, for a year the authorities of the capital did not shut down the scheme of the Communal  Enterprise «Pleso» for withdrawing budget funds under the guise of work to clear streams. 

Old case

A year ago, the Kiev local prosecutor’s office No. 4, together with the Dnipro regional department  of the National Police of Ukraine in Kiev, was informed by the Central Main Department of the Security  Service of Ukraine in Kiev and the Kiev region about the suspicion of the deputy general director of the  municipal enterprise «Pleso». «According to the materials of the investigation, the  municipal enterprise «Pleso» entered into a contract with contractors for the cleaning and  improvement of the Vіta stream – the left tributary of the Vіta River, which flows into the Dnipro.  Despite the fact that the work was not fully completed, the deputy general director of the municipal  enterprise «Pleso» provided false information to official documents, on the basis of which  over 800 thousand hryvnias were unjustifiably transferred to the accounts of subcontracting  enterprises», – the prosecutor’s office reported in 2020.

As a result of the investigation, the official of the municipal enterprise «Pleso» was  informed of suspicion under Part 5 of Article 191 (embezzlement of property by abuse of official position)  and Part 1 of Article 366 (forgery in office) of the Criminal Code of Ukraine, and a security  easure was chosen in the form of bail in the amount of  UAH 630 thousand. In both cases, the sanctions  of the articles provide for up to 12 years of imprisonment with the deprivation of the right to hold certain  positions or engage in certain activities. But, as we can see, the suspicion of the deputy general  irector of the municipal enterprise «Pleso» does not  prevent other employees of the  municipal enterprise subordinate to the Kiev City Administration from similar actions. It is only possible  o guess how many billions the local budget of Kyiv would have lost. I’d KmDA would assume  his  plan of cleaning the Dnipro river. The plan is virtual obviously.
