Tenders for vegetable cutters and drums were issued by the former director of the municipal enterprise «Shelter for Animals», who was dismissed after animal rights activists insisted on her dismissal

Public activists continue to investigate the circumstances of scandalous procurement by the management of the Education Department of the Dniprovskyi District State Administration in Kyiv – 12 sets of food processing equipment worth more than UAH 1.5 million, the desire to purchase musical instruments for psychological relief of children in shelters for almost UAH 1 million and construction sets for play and learning in shelters for almost UAH 953 thousand of budget funds in April 2023.

It turned out that the tender documents at the Department of Education of the Dniprovskyi District State Administration in Kyiv were prepared by Olha Drozdova, the former director of the scandalous Animal Shelter.

Several years ago, under pressure from animal rights activists, Olga Drozdova was dismissed from her position as director of the Borodyanka Animal Shelter. In 2013, it was reported that the Podil District Court of Kyiv was completing the trial of a criminal case against the former director of a Kyiv animal shelter who had purchased cars at an inflated cost. According to Andriy Oliferchuk, the deputy prosecutor of the Podil district of Kyiv, during the investigation of the criminal case, an automotive expert examination of the purchased cars was conducted, according to which the director of the shelter paid UAH 235,000 more than their market value.

It was also reported that at that time, another criminal proceeding was opened against the former director of the Animal Shelter for illegally charging himself an inflated salary (part 1 of Article 191 of the Criminal Code “Misappropriation, embezzlement or seizure of property through abuse of office”).

 

In 2013, it was reported that Drozdova was suspected of embezzling 400,000 UAH.
In 2011, Drozdova was fired along with the head of the Kyiv Zoo, Svitlana Berzina. At the time, the first deputy head of the Kyiv City State Administration, Oleksandr Mazurchak, said:
“These managers did not cope with their duties. In some cases, they even committed fraud. For example, the media widely discussed the case when employees of the Animal Shelter caught the same animals. According to the documents, they were sterilised several times, thereby causing losses to the capital’s treasury,” the official said.

 

Im Jahr 2011 wurde Drozdova zusammen mit der Leiterin des Kyjiwer Zoos, Svitlana Berzina, entlassen. Damals erklärte der erste stellvertretende Kyjiw-Bezirksverwaltung, Oleksandr Mazurchak:

«Diese Führungskräfte kamen mit ihren Aufgaben nicht zurecht. In einigen Fällen betrieben sie sogar  Betrug. Zum Beispiel wurde in den Medien breit über den Fall diskutiert, in dem Mitarbeiter des  Versorgungsbetriebs "Tierheim" die gleichen Tiere einfingen. Nach den Dokumenten  wurden die Tiere mehrmals sterilisiert, was der Stadtkasse erheblichen Schaden zufügte», – sagte der Beamte.

Judging by the fact that Olga Drozdova ended up at the Department of Education of the Dnipro District State Administration after her release, the criminal cases against the shelter did not end.

Judging by Drozdova’s photos on social media, things are going well for her as head of the administrative and economic department at the Education Department.

The question remains as to how Olga Drozdova can afford to go on holiday to luxury resorts and buy expensive things on her official salary.

In July, the public had the opportunity to ask questions to the management of the Education Department of the Dniprovskyi District State Administration in Kyiv, whose actions have recently damaged Ukraine’s international reputation. The Public Council at the Dniprovsky District State Administration, together with the editorial board of Active Citizens, collected documents on questionable procurement by the Dniprovsky District Education Department. The Department of Education of the Dniprovskyi District State Administration in Kyiv was represented by Nataliia Ivanina, Head of the Department, Olha Drozdova, responsible for tenders, and an accountant.

After analysing the documents, the Public Council at Dniprovska RSA invited the management of the Department and the RSA to get answers to the questions that the whole country is asking today:

  • «Why, during a full-scale war, are millions of hryvnias spent not on defence and support of the army, but on things that are far from being of paramount importance?»
  • «Why are things that are not on the list of mandatory items for such premises being purchased under the guise of bomb shelters?»
