The roll-call vote of the Kyiv City Council «For» the liquidation of the «ECC Krakow» indicates signs of falsification of the results

As the «Active Citizens» agency wrote in June 2023 in an article titled: «The scheme  through which Kyiv lost another cultural center under Klitschko – the «Krakiw» European  Cultural Center», the renovation of the building of the cinema «Krakiw» located at  Rusanivska Embankment 12, has concluded, marking the preparation for the closure of yet another  cultural hub in the capital. Recently, the analysis of this vote was published by Alexander Chunayev, the  chief editor of the website of the self-organization body of the population «Rusanivka Microdistrict Committee» in Kyiv.

The analysis is titled «On the Results of the Roll-Call Vote of the Deputies of the Kyiv City Council IX  Convocation on the Liquidation of Four Municipal Enterprises in the Field of Culture».

«I cannot refrain from commenting on the mentioned results of this vote in the context of revealing  violations, particularly by city deputies, regarding the initiation of the Kyiv City Council resolution  project on May 30 and the vote for it on June 15 of the current year, which were obtained through a  request for public information», — this is written by a representative of the Civic Association «Rusanivka Microdistrict Committee» in Kyiv.

«Initially, there was a vote at 13:07 to include in the agenda the issue of liquidation of municipal  enterprises of the territorial community of the city of Kyiv in the field of culture (from May 30, 2023, No.  08/231-618PR). 75 out of 120 city deputies participated in the vote, which constituted a full quorum  of their presence in the session hall of the Kyiv City Council. The result was 75 city deputies in  favor, and 13 other deputies did not vote».

The analysis is entitled «On the results of the roll-call voting of deputies of the Kyiv Council of the IX  convocation for the liquidation of 4 communal enterprises in the field of culture».

First, there is a vote at 1:07 p.m. to include in the agenda the issue of liquidation of communal  enterprises of the territorial community of the city of Kyiv in the field of culture (from 30.05.2023 No.  08/231-618PR). 75 out of 120 city deputies took part in the voting, that is, there was a full quorum of  their presence in the session hall of the Kyiv City Council. The result – 75 city deputies «FOR» and 14 other deputies did not vote.

Oleksandr Chunayev notes that in both official documents, according to the results of roll-call voting, it  turns out that the number of those who took part in the chairmanship miraculously coincides with the  number of those who were «FOR». If you add to this number the votes «against» and abstentions, the number present in the hall should be greater.

The arithmetic here seems strange overall – according to official results in both cases, the number of  participants coincides with the number of «FOR» votes. Not only does this not add up mathematically, but even by the standards of common sense, it cannot be the case. The «did not vote» results probably indicate that a deputy did not want to express their personal position on the  respective issue when voting for it», – writes Chunayev.

There is one more strange thing that emerges from the analysis of the results of the roll-call voting – the  general results tape did not include the results of voting in the section of 6 deputy factions, the 1st  deputy group and the unofficial group of non- party members – dots are placed against the surnames of  some deputies.

«Perhaps these deputies did not vote at all by physically inserting their voting cards into the  registration machines and may have deliberately avoided participating in these votes altogether. In essence, we have five types of voting by the deputies for the adoption of respective decisions, which for  some reason do not appear in the overall results record. Therefore, the issue of the personal  participation of Kyiv City Council deputies in voting on relevant resolutions has been resolved, but in my opinion, these results may hide certain falsifications or corrupt motives behind their conduct», – summarizes Chunayev. Here is a list of those deputies who voted «FOR» the destruction of  another cultural center of the capital, the European Cultural Center «Krakiv»:

• Deputy Mayors of Kyiv City: Mondriyivskyi V. M., Starostenko H. V.
• Chairman of the Permanent Committee of the Kyiv City Council: Mukha V. V.
• Deputies of the UDAR Vitali Klitschko faction (6 members): Strannikov A. M., Maliarevich O. V., Lyman Yu. V.
• Secretary of the Permanent Committee: Andrusyshyn V. Y. (European Solidarity party) European Solidarity is a political party in Ukraine. It has its roots in a parliamentary group called Solidarity dating from 2000 and has existed since in various forms as a political outlet for Petro Poroshenko.
• Shapoval A. A. (All-Ukrainian Union «Fatherland» party) (a centrist Ukrainian political party headed by People’s Deputy of Ukraine Yulia Tymoshenko, former Prime Minister of Ukraine.)
• Fedorenko Y. Y. («Unity» party).

Currently, the complete destruction of the rich history of the «European Cultural Center  «Krakow», in which more than a dozen collectives of various directions were going to continue their creative activities, is expected.

Recall that in 2019, by the decision of the Kyiv City Council and with the agreement of Mayor Vitali  Klitschko, the premises of the «Cinema Kyiv» Cultural Center, which had been bringing stars  of world cinema to the capital for almost 20 years, were taken away. The center was left without  premises and ceased its cultural activities, as explained by its director, Vilia Bondarenko, in an interview.  Since then, the building of the legendary «Cinema Kyiv» has remained without  repairs, and no events have taken place there».

The documents received so far regarding the liquidation of the «European Cultural Center Krakow» indicate that the Kyiv authorities have committed numerous violations of national and  municipal legislation in the matter of the «ECC Krakiw».
