“Kyivzelenbud” allows the commercial structure to earn free of charge from the operation of the Pechersk Landscape Park

An eloquent example of the inefficient use of available resources by the current Kyiv authorities is demonstrated by the Kyiv Municipal Association for Green Construction and Operation of Green Instructions in Kyivzelenbud. In January 2019, “Active Citizens” already wrote that the city budget received no funds from the commercial structure of Grand Even LLC to use the territory of the Singing Field in the Pechersk district of Kyiv, where almost a month from Kyiv residents and guests of the capital were collected up to 100 UAH for passing to the territory of the New Year’s festival “Citrus Kingdom”.

In February-March 2019, as we found out, the situation is repeated with the «Chinese Lantern Festival» exhibition.

But now they collect from visitors – from adults of 200 UAH (8$) on weekends, and from kids – from 160 UAH (6$). At the request of “Active Citizens,” Kyivzelenbud provided letters, and the commercial structure was given a popular place among Kyivans to “create appropriate conditions for recreation in Kyiv and popularise the Park.” But in the funds raised in the communal territory, Kyivzelenbud has nothing to do with it and does not even own information about how many tickets Grand Event LLC sold, and thus how much it earned from the use of communal space provided to merchants without drawing up relevant contracts between the parties.

“As for the provision of a report on the number of tickets sold for the Citrus Kingdom festival, we would like to inform you that the preparation of the report on the results of this event is not provided and is not regulated by law. In this regard, this document was not formed, so there is no corresponding report in Kyivzelenbud”, says the letter to Kivlezenbud, which came to our request to provide a report on the funds received during the Citrus Kingdom festival, and how much of these funds did the budget of Kyiv receive.

The answers show that the city will also get nothing from the exhibition of Chinese flashlights. We hope that at least Grand Event LLC will pay for the electricity used, and not these costs will be written off at the expense of taxpayers.

 

From the documents submitted to our request, it turns out in general that the relationship between the utility and the commercial structure takes place only on the basis of a letter from Grand Event LLC asking for an opportunity to carry out their commercial events on the territory of the Pechersk Landscape Park. No discussion was held in the Kyiv City State Administration, no tenders or tenders. No one has concluded any contracts with the obligations of the parties either. Only a letter from Kyivzelenbud that they don’t mind the exploitation of the Pechersk Landscape Couple by a commercial structure.

We can only guess how much Grand Even LLC has earned from the operation of the Pechersk Landscape Park. But the question arises, why didn’t the capital’s budget get anything in these two events? At the same time, the Kyiv City Council is constantly looking for new ways to replenish the budget. For example, this year we decided to earn more than three million hryvnias by introducing a tourist gathering, bringing small hotel business to the brink of destruction.
