Kyivvodokanal acknowledged emissions near the Rusanivsky Gardens district and prominent beach

In mid-2019 the Kyiv residents have been complaining about a stinking substance in the Dnipro River on the left bank of Kyiv near the Rusanivsky Gardens, and it is the peak of the beach season. We have found that the source of contamination can be effluents, that are discharged into the water through three large-diameter pipes.


According to the data shown on the plan M1: 10000, made by the Institute of Kyivgeoinformatika, the first pipe, based on the available information, goes from the enterprise of drinking water treatment facilites located in the area of Alisher Navoi St. and the boulevard Perov in the Dnipro district of Kyiv. It has been suggested that effluents are periodically discharged through this pipe, probably after washing of the filters or other equipment, as periodically there are white foam-like spots on the water surface of the Kaniv Reservoir * in this area for almost 4-5 years.

The second pipe may drain surface run-off (rainwater drainage). Apparentlty this pipe is under the responsibility of KP SHEU (Public Utility Provider Road-traffic Bureau) of the Dnipro River area (territorial division of KK (Public utility provider) “Kyivavtodor”). According to the plan M1: 10000, made by the Institute of Kyivgeoinformatika, the third pipe drains water from the Kholodokombinat enterprise №3 .

There is no information about the technology of operation of the Kholodokombinat enterprise №3. So, only the enterprise knows what type of waters (especially process ones) are discharged into the Kaniv Reservoir in the area of the Rusanivsky Sady garden society (formerly the Rusanivska Strait).

Also on the map provided excusively to the the information agency “Aktyvni Gromadiany” other pipes with a diameter up to 500 mm can be seen.

Discharge of water effluents into natural reservoirs may be carried out in accordance with the requirements of Article 70 “Conditions for discharge of run-offs into water objects” of the Water Code of Ukraine. Discharge is allowed only if the maximum permissible concentrations (MPC) and levels of maximum permissible discharge (MPD) of pollutants are not exceeded in the effluents. Enterprises discharging water into the Kaniv Reservoir, that was created on the Dnipro River, and other surface water objects, must obtain a permission for special water use in accordance with Article 48 “Special Water Use” and Article 49 “Right to Special Water Use” of the Water Code of Ukraine.

Recently the State Ecological Inspectorate (SEI) made a statetment in response to numerous appeals from citizens and on June 12, 2019 it initiated the examination of state inspectors for environmental protection of the Capital District on the 2, Sadova St., Kyiv (the Rusanivsky Gardens). Inspectors established the fact of discharge of untreated run-offs through two outlets of collectors into the Desenka River in the Dnipro River district of Kyiv (the Rusanivsky Gardens). The operation of these reservoirs is carried out by PJSC (private joint-stock company) SC “Kyivvodokanal” (Desniansky water intake).

The inspectors took samples of run-offs from these collectors,and the measures towards the perpetrators will be based on the results of research . In case of damaging to the state, the relevant procedural documents will be presented to compensate the losses of the balance holder of these collectors. But whether there was a permission for such type of works, SEI doesn’t say in the statement. The State Ecological Inspectorate of the Capital District stressed that the management of SC Kyivvodokanal repeatedly did not allow state inspectors for environmental protection of the Capital District to conduct scheduled inspections of the said enterprise. “During 2017, 2018, 2019 PJSC SC” Kyivvodokanal “does not allow state inspectors for environmental protection to conduct scheduled inspections, which were drawn up the relevant acts and protocols on bringing officials to administrative responsibility,” – is said in a statement.

A small amount of administrative fine for not allowing inspectors to the scheduled inspection of the enterprise (765 hryvnias) allows companies that violate environmental legislation to avoid inspections, during which the imposition of fines and damages sustained to the state as a result of these enterprises can reach millions and even tens of millions of hryvnias.

Law enforcement agencies and heads of Kyiv city and Kyiv regional state administrations were informed about the facts of non-admission of PJSC SC Kyivvodokanal to conduct scheduled inspections. And the information agency “Aktyvni gromadiany” tried and found out why something is being draine into our river and, in general, what is being drained. During our conversation the head of the information department of SC Kyivvodokanal, Ms. Victoria Yakovleva, explained that discharges into the Rusanivsky Canal of remaining water from the Desniansky District treatment have been carried out regularly for several decades. And the case of June 12 is not related to the work of the enterprise, but to the fact that the shores are being built up and other problems of the city. She noted that the company has repeatedly commented on this issue to journalists and members of general public. However, the comments of Kyivvodokanal specialists in the media are often distorted and taken out of context, which leads to further dissemination of incorrect information.

Kyivvodokanal went further and prepared a fashionable up-to-day video commentar on the situation with flushing water discharges at the Desnianska water supply station.

Volodymyr Kostyuk, chief engineer of the water supply operation of PJSC SC Kyivvodokanal notes that the Desnianska water supply station was put into operation in 1961. So we can assume that there are cleaning technologies that were used half a century ago. At the same time, according to Mr. Kostyuk, Desniansky treatment facilities are currently ones of the largest in Europe: their estimated capacity is about 1 million m3 of drinking water per day. Today they clean about 450 thousand m3, because there is no need to use more.

According to the expert, the quality of the Desniansky District water is different in different seasons and has a grand anthropogenic and biological pollution. Therefore, it needs cleaning and disinfection. As a result of cleaning, sediments are formed, and settling tanks and filters need sanitary flushing. Periodically, the tailings of wastewater treatment plants are discharged into Rusanivska Bay by two meters of diameter pipes. According to Mr. Kostyuk, such emissions were approved by the project in 1961, and now PJSC SC “Kyivvodokanal” has discharge permissions and a permission for special water use from the Department of Public Works of the Kyiv City State Administration. But SC “Kyivvodokanal” will still change the process of tailwater treatment, the necessary project tasks are being created this year. “If funding allows, treatment facilities will be built during 2021-2022, which will significantly reduce the amount of discharge and improve the quality of discharged water. It will meet all current regulations, “Mr. Kostyuk concluded.

In this story with a 50-year taste, the position of another organization that should protect the rights of Kyiv residents to have high-qualitative rivers and lakes – the State Utility Company “PLESO” – is unclear. Downstream of the Dnipro River from the discharge site of SC “Kyivvodokanal” is one of beaches that is under the responsibility of KP PLESO. And this beach has a sign of the “blue flag”, which means the highest level of beach quality, where, according to the rules, the water quality must be monitored every day, and visitors must be informed about it. After the discharge on June 12, the sign still belongs to this beach, although the two of the 31 criteria of safe and qualitative beach have already been violated: safety as such and compliance with sanitary standards of water in the water area.

ny (PJSC) was missed. It is a joint-stock company that has the authorized (composed) capital, divided into a certain number of shares of equal nominal value, and is liable for obligations only with the property of the company, but not with the property of the shareholders.

*The Dnipro River within Kyiv has actually lost the properties of the river, as the Kanivska HPS and its dam, located below the capital, have raised the water level and changed the hydrological regime. Evidence of this, for example, are photos of the beaches of Trukhanov Island, which later almost completely went under the water after the creation of the Kaniv Reservoir. What we see on the island and what we use are the pathetic remnants of those golden beaches.
