After vegetable cuttings at the bomb shelter, the scandalous Education Department spent almost UAH 17 million on the development of 4 projects

The famous Department of Education of the Dniprovskyi Regional n in Kyiv State Administration, which bought drums and vegetable cuts in a bomb shelter at a high price, continues to over spend millions of budget money on products that give rise to suspicions
about their value and transparency.

It has now become known that only in November 2023, the Administration conducted four tenders totaling 17 million UAH, all won by one company. With this money, nothing will be
constructed,only the development of project documentation.

The first such order will cost the budget almost 5 million UAH. On them, the Education Department of the Dniprovsky district in the city of Kyiv State Administration ordered the development of project documentation for the construction of a dual purpose buildings with protective properties radiation a gymnasium number 191 named P.G. Tychyna with advanced study of foreign languages in city Kyiv, located at 9-A Ivana Mykolaychuka Street
in the Dniprovsky district of Kyiv.

The second tender estimate at 4 770 000 UAH. Here we are talking about the development of project documentation for the construction of a dual purpose buildings witt protective properties radiation of educational complex number 209 “Suzirya” (primary specialized school college) in Kyiv located at 32 Bereznyakivska Street in the Dniprovsky district of city Kyiv.

Next, there are a little more modest amounts. A total of only 4.6 million UAH. These cost will be spent by the Education Department of the Dniprovsky district in the city of Kyiv State Administration on project documentation for the construction of a dual purpose buildings with protective properties raddiation, an educational complex number 183 “Fortuna” with advanced study foreign languages (specialized primary school – gymnasium) located at 5 st. Yunosti.

For 2.6 million UAH, project documentation will be developed for the construction of a dual purpose building with protective properties radiation for the middle school number 146 in city Kyiv, located at 11 Myru prospect.

It is interesting that the accompanying documents state that during the preparation of project documentation, the contractor is not required to develop individual technical tasks and individual technical requirements, nor is he required to develop individual project solutions in several variants and on a competitive basis. It is also not required to carry out scientific research and research and experimental work in the process of design and construction, to perform scientific and technical support taking into account the implementation of building information modeling.

For comparison, the development of project documentation for the construction of a multi-apartment residential building for another customer costs 1.5 million UAH…

But in the case of the scandalously known Education Department of the Dniprovsky district in the city of Kyiv State Administration, on preparing project documentation for the construction of four shelters will be spent a total of 16 768 500 UAH. The source of financing is the budget of Kyiv.

The winner of all the presented multimillion tenders from the Education Department of the Dniprovsky district in the city of Kyiv State Administration was one company – TOV “ENGINEERING COMPANY “ARKON“.
