$1.16 million has already been spent on the renovation of the “Krakiv” cinema, but work has not started in the hall

Together with the working group of public control over the repair works of the “Krakiv” cinema building, which was formed by the Public Council at the Dniprovska District State Administration in Kyiv, we continue to monitor these works. On November 12, it was managed to enter the territory of the cinema and see how far the works, which were started almost three years ago, have progressed. This week, the editorial office received an explanation from the “Kyivkinofilm” communal company about how much budget money was spent on the work done this year and what exactly was done.

Public figures managed to get on the territory of the cinema only thanks to the deputy of the Verkhovna Rada Serhii Shvets (“Sluha narodu” party). Earlier we published the article “Repair of the “Krakiv” Cinema: a fight with a master who confused the group of public control with the workers”. We could not get there, due to obstacles from the security of the communal building and the foreman in early autumn.

This time the master Mykola from the contracting organization of LLC “Zh.O.K.” conducted a working group of public control together with the deputy on the entire premises of the building. He focused on the fact that the walls and floor of toilets have already been made, a small hall wall has been built, the new sewerage and ventilation systems have been installed, and autonomous heating has been installed, as well.

The guests were especially interested in the condition of the roof, which, after the work of the first contractor LLC “Integral Bud-Standard” began to leak. Fresh stains on the ceiling under the roof clearly showed that this problem remained. “It’s not part of our job, but we’ve done some work to stop the leakage. There should be no further problems,”the foreman assured us.

The inspection of the building ended before the entrance to the auditorium. “And there is no point in going there,” said the foreman of the repair crew. – There have been no works yet. The project documentation for the new stage is still being approved.” We asked when the overhaul of the building will end and the audience will be able to come here, we heard the answer: “Everything will depend on the transfer of funds.” How many budget millions have already been spent on this long-term repair, the representatives of the working team did not answer.

To get an answer to this question, “Aktyvni Hromadiany” sent a request to the Kyiv City State Administration. According to the answer, UAH 22.543 million ($813 thousand) were transferred to the contracting organization for the work carried out this year. Taking into account the 10 million (($316 thousand) previously transferred by “Kyivkinofilm” to the first contractor for a poorly made roof. The total amount of funds already spent on the overhaul of the “Krakiv” building reached UAH 32.5 million. That is about $ 1.16 million.

It should be noted, that according to the tender documentation for the works in “Krakiv” for 2020, “Kyivkinofilm” tried to get UAH 100 million ($3.6 million) more. So far, this money remains in the capital’s budget.
