The people of Kyiv are trying to save the village of Kyivan Rus and the oldest capital Brewery

With the help of such an instrument of public power as petitions, the people of Kyiv are trying to save architectural monuments and historical buildings and in general the historical heritage of Ukraine. Among the new petitions is number 12969 “Save from
construction the settlement of the times of Kyivan Rus in the Kitaiv tract”.

Petition number 12969

The initiators of the petition note that when Mayor Oleksandr Omelchenko (1996-2006) and Leonid Chernovetsky (April 14, 2006 – July 12, 2012) was removed from state ownership of land of historical and cultural significance in the Kytayiv tract, on the territory of which there is an archaeological monument of national importance – the Kytayiv archaeological complex. Also, its transferred in lease for building and neighboring especially important territories of the Institute of Gardening of the National Academy of Agrarian Sciences of Ukraine in the Samburky and Bolharsky tracts.

«Todays members of the Kyiv City Council has a unique historical chance to save our cultural and natural heritage and correct the wrong mistakes of predecessors. In the southern part of Kyiv, 9 km from Khreshchatyk, on the right coast of the Dnipro, there is an amazing place, where saved monuments and objects that testify to living people here many centuries ago. On the territory of the Kytaiivka archaeological complex found and studied more than 1000 artifacts – from the zarubynets period to the times of Kievan Rus! On this territory, there are objects of the 9th-13th centuries: a settlement, a settlement and a city of the “dead” – 400 kurgans!», – said the petition.

It is noted that the choice (save these territories) made by activists-defenders of Kitayev (archaeologists, ecologists, historians) over the last 50 years. That is why the Kytaiiv, Samburky, and Bolharsky included in the list of territories on the basis, which should be made NNP «Holosiivskyi». The extension of the territory of NNP Holosiivskyi with inclusion of the Kitayiv, Samburky, and Bolharske tracts was agreed with the Ministry of Energy and Environmental Protection of Ukraine in 2020, this good choice will help save archeology and nature at the same time.

«Well realizing the value of these lands and development will create, a traffic and infrastructure collapse in the city, no public official in 2007 did not take responsibility for signing lease agreements for these land plots. So they were «legalized» in judicial process. For more than 20 years of leasing the plots, building has not been realized. Time limit lease documents end 30 juli 2024, so the petition must be written urgently, and the decision must be made as soon as possible. In view of the said, we would like to ask the Kyiv City Council to make all necessary measures to prevent the continued lease of land in the tracts of Kitayiv, Bolharske and Samburky with cadastral numbers 8000000000:79:089:0003, 8000000000:79:090:0001, 8000000000:79:091:0001,
8000000000:79:091:0002, 8000000000:79:091:0011», – said in the petition.The initiators of the petition note that they would like to ask the deputies of the Kyiv City Council:

1. To take a decision to end the lease agreements for the plots, that said above in connection with the end of the term (30.07.2024) for which they were concluded or the Decision on the refusal of PRAT “Kyiv Vegetable Factory” (depending on whether the Renter has submitted a notice of intention to exercise the preferential right to conclude a land lease agreement for a new term).
2. Not later than the deadline, set by the legislation of Ukraine, take actions to inform PRAT “Kyiv Vegetable Factory” by a special letter of notification about non-renewal of the lease agreements for the land plots specified in p.1 and take actions to make an application to the State Register of material rights to property applications for the exclusion from this register of information on the update of lease agreements for these land plots.
3.After the decision to refuse to renew lease agreements and to take measures to cancel the registration of the right to use the disputed land plots by PRAT “Kyiv Vegetable Factory” in the State Land Cadastre and in the State Register of Property Rights to Real Estate”.
4.To take back into state ownership the land plots, that were listed above and to adopt a decision about agreeing to expand the NNP “Holosiivskyi” on the territory of the tracts Kitaiv, Bolharske, Samburky in Holosiivskyi district of Kyiv with a total area of 58.29 ha, given the agreement of the Ministry of Energy and Ecology of Ukraine number 26/1.4-14.2-14574 of 03.06.2020.

Petition number 12965

A famous Kyiver protector of historical monuments, Dmytro Perov also uses petitions as an opportunity to pay attention of the capital authorities to the problems and with the help support of Kyiv residents to save historical buildings from destruction. On the website of the Kyiv City Council, there are a few petitions authored by Perova.

One of them is number 12965 “Save the Psyol Browary of the 1860s, on the Richert factory“.

«The old brewery of the Psyol family is the oldest kept building, where they made beer in Kyiv, and also the oldest part of the complex of Mykhailo Richert beer factory. According to Kyiv history specialist Anton Korob, the history a beer factory by Mykhailo Richert was started by other businesses. In 1850, Alexander Hennig from Lifland, who founded here the first brewery and sold it to staff captain Stepan Ivanovych Psyol in 1858. The project was recently presented by the builder A-development and a member of the agency initiative architecture GA and provides demolition a part of the historic building of the Richert Brewery, and Psyol Brewery in favor of new building and loss of one more page of Kyiv history. So, we ask the specialists of KNMC at the Department of Cultural Heritage of the KMDA keep the Psyol Brewery by developing a historical statement for the inclusion of the Brewery in the list of monuments of Kyiv», – said the petition.

It is known, that in 1858 Hennig sold the brewery to staff captain Stepan Ivanovych Psyol. The factory was later inherited by his niece, Oleksandra (1817-1887) is a famous Ukrainian poet whose sister, Hlafira, she was known to Taras Shevchenko. The surname Richert began to figure in the history of the brewery in 1889, when both houses with businesses together square 6 ha were bought by a merchant of the first gild Mykhailo Richert. Mykhailo was the son of German colonist from Volyn Wilhelm Richert, who owned a beer
factory in Kurenivka.

Mykhailo orders a project reconstruction of the brewery to a famous architect Volodymyr Nikolaev, the author of the monument to Bohdan Khmelnytsky on St. Sophia Square and the last architect who worked on the building VolodymyrCathedral. The project by Nikolayev a brewery is built with a one-apartment icehouse and a new three-apartment brewery.

The Dimar, that stands near with date of its construction (1895) owned by a brick factory, also built by Nikolaiev on the order of Richert.

Petition number 12951

The authors of one more petition are trying to stop the building “Turgenev” in the place of the historic burghers, which was built in 1890 – number 12951 “Stop the building of “Turgenev” in the place of the historic burghers of Zelensky in 1890.

«In Kyiv, they plan to demonstrate the historic building. This time, the developer looked at a two-apartment house that owned by a family of rich burghers Zelensky. In 1890, it was built of a tree by order of the merchant Vasyl Malin; the tree house was later lined with yellow brick from Kyiv. Its facade is made in the style of discreet historicism. It is the last such wooden building, that be preserved in the Sodatska Slobidka. Last week, the developer posted an information banner on the buildings facade. It said , that the 134 year old building, its opinion developer, doesn’t have any historical, cultural or any other value. Together with this, the Department of Cultural Heritage Protection was handed over a reference of similar content, developed at the order of the construction company, with the requirement to recognize the invaluability of the historic building. In place of the two- floor house Zelensky, the developer plans to build a 12- floor club house of business class “Turgenev”, which, today for our country, it holds significantly greater historical, architectural and cultural value than 1890.  So, we demand to prohibit the construction of the residential complex, which destroys the Ukrainian historical and cultural heritage, replacing it with attributes of the culture and identity of the countru – aggressor" – said the petition.

Today, in the Cassation Administrative Court in Supreme Court, citizen Mykhailo Mykhailovych Hrechko demands a permit to demolition of the Zelensky House and construct a corresponding residential complex. According the data state register , Hrechko is the founder of TOW “Turgenev Build”, that built the first phase of this complex in 2017. According the data activists, Mykhailo also sells apartments in this complex.
